DRINKS MIGHT BE PRODUCED AT PLANT

Novartis, a major international manufacturer of pharmaceuticals and nutritional products, has been identified as the company considering reopening the former Slim-Fast plant. Company officials are expected to be in Tucson today to meet with the City Council at an 11 a.m. special session called to consider a proposed $3.5 million tax break intended to encourage the company to locate here. Council members took no action on the proposed deal Wednesday because they didn't have the name of the company, and they were concerned about the amount of water it would use.
