DOJ Settles Claim With Zoll Medical Over Chinese-Made ECG Cables

May 19, 2023

The Department of Justice (DOJ) reached a civil settlement with Zoll Medical over allegations that between January 2019 and November 2022 Zoll sold Chinese-made electrocardiogram cables to the U.S. government claiming the cables were manufactured in the U.S.

Under the terms of the agreement, Zoll will pay $400,000 to resolve the claim, without admitting liability. The investigation was the result of a qui tam action brought by Jing Zhang in the U.S. District Court for the District of Rhode Island in 2019.

The Trade Agreements Act lists which foreign countries can manufacture goods sold to the federal government; China is not on that list.
